A surprising notification has been issued by the Punjab government. According to the notification, there is no such department called Administrative Reforms Department of the Punjab government. The ministry for which the Punjab government has issued the notification was headed by Kuldeep Singh Dhaliwal. He was looking after the functioning of the department for the last 20 months. A total of three departments have been taken back from Dhaliwal so far. Earlier, Rural Development and Panchayat and Agriculture and Farmers Welfare departments were also taken back from him.
Kuldeep Singh Dhaliwal also had the Ministry of Administrative Reforms along with NRI Affairs, but now after about 20 months, a notification has been issued by the Punjab government that this department does not exist. The government has officially accepted that such a department did not exist at all.
Punjab government has also issued a government gazette notification for this. According to which, the Department of Administrative Reforms no longer exists, due to which the Governor of Punjab, on the advice of the Chief Minister, has made this change effective from 7 February 2025. Before the notification of the abolition of the department, on Friday evening, the Bhagwant Mann government of Punjab took another big decision. In the decision, he made a big reshuffle in the police department. The Punjab government transferred 21 officers while making a big reshuffle. The department which the Punjab government has abolished was only on paper. Meaning, for the last 20 months, this department was running only on paper.
According to the notification issued by the government, Kuldeep Singh Dhaliwal will now handle the charge of the Ministry of NRI Affairs only. With the removal of the Administrative Reforms Department, his area of work will now focus only on NRI affairs. In such a situation, the question arises that in the name of which department the minister has been issuing orders and decisions for the last 20 months. The Governor of Punjab issued the gazette notification on the advice of CM Bhagwant Mann.
Kuldeep Singh Dhaliwal was a supporter of the Communist Party of India since his college days. He joined the Congress in 1990, but after that he left the party for a few years. On returning, he again joined the Congress. Here he could not stay for long. Eventually he joined hands with the Aam Aadmi Party. Dhaliwal contested the Lok Sabha elections for the first time in 2019 and the second time in 2024 on behalf of AAP, but lost. Kuldeep, a minister in the Punjab government, has won the election from Ajnala assembly seat twice in a row.
